As a hero, your job--and for most of the better ones, your lifestyle--is defined around keeping villains in-check. You patrol your area, you respond to calls for help, you make your presence known so villains don't think it's safe to show their faces and commit crimes. That kind of stuff. Especially here, where no one knows the "rules" of our society, it's especially important that I keep watching over Dabi. He can't use his cunning to trick someone or his quirk unnecessarily, if I'm watching and he also knows I'm watching. Like a deterrent.

....I want to make a world where heroes don't have to be necessary, fighting crime isn't so necessary. Not in such high numbers. [Instead of "who watches the watchers," the real question is "who saves the heroes"]
